Why is it so Difficult to Build an English Town in SimCity 4?

SimCity 4 has remained one of the most beloved city-building games for years, but things get a little complicated when you try to build a truly British-style town. YouTuber Chris Spargo addresses this very issue in his new video. At first glance, it might seem like the issue is simply about architectural style, road layout, or the desire to build a London-like city. But according to Spargo, the real problem lies much deeper: SimCity 4 largely structures its city management based on the American system.

SimCity 4 Doesn’t Fit the British City Structure Well

In SimCity 4, the player takes on the classic role of “mayor.” This structure makes perfect sense for American cities because mayors have direct authority in many areas. However, the situation is more decentralized on the British side. The shared responsibilities, particularly among councils, districts, and the central government, make the city-building model where one person decides everything somewhat artificial.

Another major difference emerges in the zoning system. In SimCity 4, clearly separating residential, commercial, and industrial areas is one of the game’s core mechanics. This strict zoning is a more familiar system in US cities. In the UK, however, mixed-use areas, older settlement patterns, and lengthy planning permits come into play. So, while it’s easy to quickly build neighborhoods in the game, it’s difficult to capture the true bureaucratic spirit of British cities.

Spargo’s video touches not only on game design but also on how local governments operate in the UK. Issues such as who controls public services, why municipalities constantly face budget pressures, and the central government’s influence on decision-making processes present a rather interesting picture when compared to the logic of SimCity. In short, building a British town becomes a much more political issue than it appears.

The most unexpected moment in the video is Spargo’s brief conversation with UK Prime Minister Keir Starmer. Starmer defends devolution, saying that local communities can make better decisions about their own areas. This surprising detail transforms the video from a typical SimCity 4 analysis into an entertaining yet thought-provoking piece on city management.
